be glad if you will carefully reconsider

whether it is an essential power to be

possessed by the Controller of Stores and

any public officer authorised by him in this

instance. In any case it appears to me

that the power to arrest and detain persons

who are suspected of "intending to commit"

an offence against the Ordinance is too wide,

the power

and should be limited to those who may be

suspected of having committed such an

offence.

Further, I consider that the power

of detention should be limited to what may

be necessary to bring the arrested person

before a magistrate.
